2018: Center of Excellence on Water Management Systems: phase 1

The National Hydroinformatics and Climate Data Center (NHC) development project from 2012 – 2017 is the integration of water and weather information which consist of basic infrastructure, computer system, network system, data collection, data linkage system, data processing system, and data visualization in order to effectively deal with disaster and climate change in a timely manner.
Since water and disaster situations is becoming more serious and complicated, only in-house knowledge in Thailand may not sufficient to tackle the changing climate. Knowledge exchange with international experts is also important. From the rapid development of computer and technologies, HII has developed “Center of Excellence (CoE) on Water Management Systems” to continuously conduct research and development system of the National Hydroinformatics and Climate Data Center in order to modernize the knowledge and stabilize the system. This CoE can support various tasks such as situation monitoring, crisis situation management, as well as determining the country’s water resources development framework. The project will support for more complicated and aggravated water resources management system from the climate challenge, provide effective data services through international experts, develop capacity of related staffs, and share knowledge to related agencies, neighbouring countries, and public.
Progress report year 2018
- Increase efficiency of National Hydroinformatics and Climate Data Center
Develop National Hydroinformatics and Climate Data Center’s website to support information on rainfall, water, weather, and related statistical data for national response. Link with other water and weather-related agencies in Thailand for holistic management e.g. flood, drought, and water quality. At present, NHC has also supported information for the Office of the National Water Resources (ONWR).
Increase efficiency of information service system among related agencies by developing web-service to link electronics data from government sector and apply to each agencies
“Business Intelligence and Decision Support System” phase 1 – The project has started in 2017 by applying NHC big data to forecast flood and drought risk by comparing and finding rainfall pattern (pattern recognition) from past and present record to find likewise scenario in order to provide decision support for relevant users.
Rainfall prediction analysis is calculated from the comparison of 7-day Sea Surface Temperature (SST) data to find the similar pattern from 5-year records. The picture below shows the comparison between Sea Surface Temperature on 15 May 2018 and 10 June 2015 which shows the most similarity. Then, rainfall data or GSMaP data of 10 – 17 June 2015 is used to display as a forecasting for 15 – 22 May 2018.
Develop Provincial Water Resources Management Operation Center by tailoring data from National Hydroinformatics and Climate Data Center to the provincial level. The provincial monitoring and forecasting information is visualized to facilitate a prompt response at local level.
Develop Unmanned Aerial Vehicle (UAV) for situation monitoring with a collaboration from Defence Technology Institute (Public Organization) or DTI by evaluating the original system and enhancing the efficiency of the new system to expand its coverage to over 15 km. and submit real-time information to ground stations not less than 10 kilometers.
Increase efficiency of short-term forecasting model by installing and examining Weather Research and Forecasting Model 3.9.1 (WRF) that added a Hybrid sigma-pressure vertical coordinate (HVC) feature which causes weather simulation to become more realistic.
25 January 2018, HII has signed the MoU with the Department of Royal Rainmaking and Agricultural Aviation (DRRAA) in order to use the upper air quality data of DRRAA to increase the accuracy of HII’s WRF and increase water management performance of DRRAA.
Workshop on WRF for Fun Science 2018, 4 – 6 July 2018, at HII office, to transfer and exchange knowledge on WRF model and its implementation between expert from Thai Meteorological Department, National Astronomical Research Institute of Thailand (Public Organization), HII, and university professors, researchers, university students, and other organization. (Total 12 organizations/ 37 persons)
The 5th Research to Operation (R2O) workshop, 27 – 28 August 2018, on “Dynamic Modeling and Data Science in BIG DATA Era” at Paris room, Mercure Chiang Mai hotel, Chiang Mai province and site visit at National Astronomical Research Institute of Thailand (Public Organization), Chiang Mai Province.
Research and development on Data Science and Data Analytics – design data analysis algorithm by analyzing weather data to find the relationship between sea surface temperature and rainfall in Thailand for flood and drought monitoring and short- and long-term trends to support Thailand water resources management phase 1
The 3rd International Conference on Computer and Communication Systems on “An Application of Numbers and Characters Recognition and Classification on Radar Images Using for Flood Monitoring” at Nagoya Institute of Technology, Japan during 27-30 April 2018 which HII presented journals on the recognition of numbers and letters from radar and satellite images to monitor flood situation in Thailand.
2) Disseminate, transfer, and exchange knowledge on Water Resources Management with other countries
Participated in the 2nd UNISDR Global Science and Technology Advisory Group (Global STAG) at Geneva, Switzerland during 29 – 31 August 2018
5 – 7 September 2018, HII Director and team attended the Busan Global Water Forum by Busan Municipal and International Water Association (IWA) and presented under the topic of “Integrated Water Resources Management for High Benefit High Impact”
